Despite the late hour, they were checking and double-checking names against votes cast on the machines, with the stacks of ballots vetted against the registered voter list.

That process was slow, by Wednesday afternoon the number of absentee ballots was not higher than the low number of votes cast in person at the polls in the Democratic and Republican primaries on Tuesday. But the total absentee ballots could come in around 60 percent.
